Maybe I'm too much of a purist, but why on earth would you want to disable printing of a web page? That indicates to me that you're trying to use the web for more than it was intended to be used for. Perhaps you should consider an application at this point?
For what it's worth, I believe printing is "impaired" in IE for secure (HTTPS) pages... not sure on that one.
You can hide content when printing by using the CSS "media" attribute, but be warned that this is CSS Level 2, and thus is only properly supported by IE5+ and NS6+/Moz1+
