What would be the end result you were looking for? What information are you trying to gather or what are yo utrying to accomplish with this analysis?

Id'd look into Java or JSP. Java has a really good 2D API.

The purpose would be to gather the amount of red, green, and blue contained in each pixel so that a histogram for each colour can be generated.
I think there is an option in psp that does this, I don't know about photoshop though
