Layered background? Getting rid of horizontal scrollbar

I'm building a site at http://tbmchicago.com/ehow

There's a gradient jpg for the background, and then a 1280 wide div at the top as another part of the background.

I'd like to make it so that resizing the browsers under 1280 pixels (say, 1024 for instance) doesn't show a horizontal scrollbar. I want that top div with the starburst graphic to work the same way the page background does.

Any ideas how I can accomplish this?

...managed to figure that out. But now I'm having trouble getting the bottom to continue to the end of the browser window if it's a large resolution.
