recommend? - managed VPS with Cpanel in Canada

I'm looking for a VPS hosting provider (managed), must have cpanel.
24x7 support is important for emergencies. Have to be able to talk to real person if something is affecting our clients. Currently using approx. 80GB - although we might break that between multiple providers.

My preference is for a provider in Canada first, USA (in non-earthquake zone) 2nd (no California data centers).

We have used Liquidweb previously but after being a customer for 5 years, they would not give us the same low pricing/offers that new customers got - so we left them. Our current host (1 year) has spotty support, and that's not good enough.

Price is important, but service and reliability are more important. Would consider a dedicated server with managed services if the price made sense.

Recommendations are greatly appreciated.
