Always know where your visitors are coming from. Anyone can sell you visitors that are machine based then call them pop up driven. Pop up ads are bad news as i see it.

Just ask many questions... ask for some examples of sites that are on there network. Then you will be able to tell if they are legit.
a service which promise "millions of visitors to your site at any time" isn't even worth considering.
