    Banning IP Addresses

I am planning on implementing a feature on my site that bans a users IP address if they are abusing the site. If I ban an IP address that is from a computer on a network such as at a school or library, then will all computers on that network also be banned?

Yes they will since they most probably use the same IP for the outside world.

The same applies if the person uses an ISP that rotates IP addresses. The next time they visit they'll have a different IP address and someone else will have the one you banned.

Yes, if they are using the same network then they cannot access your site.

If many computers use the same network, then all of them will get banned. However, it's always better to loose a few visitors instead of getting your site abused.
