    isit possible to change a gif animation to a .tif file whilst keeping it animated?

    I don't think a .tif can be animated.
    Do you really need traffic? Where to? What for?

    my understanding is that a tiff is a static format only. You can certainly layer the individual frames of an animation inside a tiff, but it won't animate without using a different format.

    TIFF images do not support animation, if you're looking for something of a higher quality than GIF you could go with APNG (animated PNG's), though don't expect decent support within web browsers, personally though I would recommend something like Flash in preference for more interactive animations.
