how to create a variable width web site

For example, I want my site to have a minimum width of 800 pixels, so anyone who has a browser window below that size will have to scroll. However, if the user has a window set at 1024 pixels, I want the site to stretch the full width of the window.

I am using CSS to control layout and found out that the min-width property is not currently supported very well (reference: DevGuru). What alternative work-arounds could I use?

I know I could insert a 1x800 image, but that seems like a pretty bad hack. Any other suggestions?
