Depends on your moral standpoint as to whether either party is of low values.

If you consider the action immoral, it would be inequitable to attribute any more blame to one than the other unless one had been lead to believe by the other that more was on offer, in which case the promisor/misleader is at the bottom of the moral food chain....

As H said, as long is nobody is mislead, it's fine. It's the descision of two consenting adults (in most cases)
