    help me to construct this html code in a semantic form..

    I'm guessing this is a horizontal top menu, correct? The most semantic html for such a menu would be using an unordered list:

    </ul>
    Using linked images is ok as long as you give them meaningful alt texts. The images probably contain some text on their own, right? Then the alt text should probably say the exact same thing as the image itself.

    That's the basics. Styling it should be a piece of cake, if we only knew what it's supposed to look like

    I will post the design of it later on after coming from work. i know it will be kind of difficult to show the exact layout by just writing...
