I have recently helped set up our affiliate program for our new internet startup - and we have already raised the payout rate once in the first week of the program to try to get more converts (lots of people come to the affiliate info page... and leave again)
We've now set our payout rate at $0.60 for each new subscriber that takes one or more of our free, online business-oriented newsletters (8 to choose from in all)
Does this look ballpark for what we should be paying? Are we hopelessly underestimating the cost of acquiring subscribers? Comments from *experience* are most valuable!

I'd say that is a pretty fair per subscriber. But SHOCK them, and go for 1$ per subs.
