Question about a href

Ok so I was asked why this opens in a new window when you click on one of the Navigation items. Here is the link

You see in the Navigation if you click on something it opens it up in a page, I'm not sure why it is doing this but then once you got the new page open click on the leaf in the upper left corner and it goes back to the home page and now it doesn't open up in a different page.

Also if you go straight to the homepage and click the header and then click the Navigation it is fine, what is the issue here?
