Can base href be removed from Outlook?

I'm trying to send an HTML newsletter with all of my images using an absolute path. I got Outlook to send it inline and it works good except I also have anchors linking to the body of the page and when clicked on it opens a browser window then goes to the correct anchor.

I want this to work like ZDNet's email where it goes right to the anchor via your Email client.

I removed the BASE HREF but Outlook is adding it on it's own, is there a way to not have it do that or does someone know of another way of doing this?

    thanks

Fiddle about with the defaults, i think this would come pretty close to that very annoying paperclip, in MS word that i have been trying to get rid of for about a year now

    But to no avail
