That could describe any CMS solution, though I don't know of any that serve pages as HTML, because that would make sending and recieving data more complicated (especially with dynamic content), most CMS solutions use a server-side extension like php, aspx or whatever.
Drupal CMS can also be set to serve pages with an .html extension since with modrewrite extensions don't mean anything.
But sorry I can't think of the particular CMS you're looking for with only your description.

http://www.movabletype.org/ serves up pages with an .html extension, it has lots of "plugins" of which there should be someting for ratings.
