    Are you after a simple, well-defined project that can be done from home, in which case the work auction sites might be an option (you can assess the people that bid), or are you searching for someone to work for 3/6 months from your office (or with at least some face to face meetings) - if the latter, where you're based becomes important?

    http://www.getafreelancer.com/ is probably one of the most publicised sites, though many of the developer sites like sitepoint have their own forums for hiring
    Personally I'd look to the latter, because it's easier to look at the postings of those who respond to your query, and see how well respected (or not) they are here on the forum
