what in Photoshop settings causes this?
all of a sudden, my psd files look like this with all the noise.
what have i done wrong with my settings for this to happen?

that's really weird, it almost looks like a video card issue. What version are you using?

Yep, doesn't look like anything I've ever seen as a normal part of Photoshop functionality. I'd agree and say it was video card/display related. Try updating your video card drivers and make sure you're running the most up-to-date version of the Photoshop version you are using. Adobe forums are pretty extensive and well trafficed by knowledgeable folks too, if you are really stuck you could try there also.
