Character codes for tweets

where "http://tr.im/tBjZ" is the link to that codeburner page.
I'm guessing "%3A=:", and "%2F=/"? Is there a URL that lists all these character codes for when I want to give my site visitors a tweet?
Are these same codes used in mailto with xhtml transitional 1.0?
e.g.
<a href="mailto:enter_emails_of_friends_here?subject=etc">
Must "_", "?" and "=" all be changed into a character code?

do you mean url encoded characters? Some info here

I think only ambiguous or dangerous characters need to be encoded this way
