Command Line operations/ installing Drupal

Hope your day is going good and peaceful!
O.k...
I am using the Command Line...
I see C:/Document and Setting/Billy Bevan>
I need to make setting files writeable for my Drupal... by using this command...
chmod a+w sites/default/settings.php
But when I type this after the C:/Document and Setting/Billy Bevan> ... I get a message that says: this not recognized as an internal or external command...
I imagine I need to type something before this...
Some pointers would really help...

O.K...
I changed directories to where the file is found and I type in what drupal recommends to change the writing permissions...
chmod a+w sites/default/settings.php
then the CMD replies "chmod" is not a recognized internal or external command...
But this is the command suggested at Drupal here:

O.k.
I have further clarity... the "chmod" operation is Linux based... Now my question is:
How do I hack file securities for XP service pack 3?
The security tab is hidden and Tools File options is not showing a clear path to enabling security...
Anybody dealt with this?
