    Do you mean when they mouse over the link? You can do it with css.

    Code:
    <html>
    <head>
    <style type='text/css'>
    a:hover{color:purple}
    </style>
    </head>
    <body>
    <a href="">link</a>
    </body>
    </html>

    You have a lot of control over the links using CSS
    Here's an example:

    Code CSS:
    a:link{/*sets the links on the page*/
        color:blue;
    }
    a:visited{/*when the user visited the page before*/
        color:red;
    }
    a:hover{/*when the user mouse is over the link*/
        color:yellow;
    }
    a:active{/*when the user clicks the link*/
        color:purple;
    }
