Creating a border around the viewport

I'm trying to create a 10px border around the top and sides of the viewport but I'm not having any luck. I tried creating a div that was fixed and had a 100% height and width then set the border 10px but it pushes the right side out. I'm bet it's a pretty easy fix, I'm just having some trouble with it.

EDIT: Meant to put this in CSS

Add this to html, {border:10px solid green; border-bottom-width: 0;}.

    cheers,

Looks good but with the border added, it's pushing the height down 10px so I'm getting a vertical scrollbar when the content doesn't fill the screen. Any ideas?

In that case, put the border on body. That's gonna need work-arounds, too.

How about just making sure the page has enough content to reach past the fold?

    cheers,
