Looking to host banners although I have low traffic

anyone know a company that will let me host banners that pay per impression & click-thru even though my site is just up and running and isn't getting a lot of traffic yet?

You might try www.adclub.net and see if you qualify for their program. They don't have a minimum traffic limit for joining but a minimum traffic limit for payment. Better than nothing though.
