XML for drag and drop nav bar

I'm building a cms with the capability for users to build a nav bar.
They can add sections, and drag and drop to reorder them.

I'm wondering if XML is the right technique to use in this case?
Any tutorials and topics i should look into? Thanks.

I would say yes but XML would be the storage mechanism of items to load for your nav bar. You need to first create a nav bar or get a third party nav bar then create your XML interface to work with the nav bar.
