With backend functionality like that you're looking at more than HTML, CSS and a little PHP. Best bet is to use some good software to start with I think.

Although I'm not very experienced with this type of stuff, so let's wait for someone a little more experienced to give some advice.

To create a site that supports user accounts you will need to know.

    HTML
    CSS
    PHP
    MySQL
and maybe Javascript (depending on what you want to do).

Dreamweaver is a good place to start.

But if you can, try to avoid using the design view. Use just the code view.

    try http://www.w3schools.com/

that's a good place to start learning all the basics. You might want to try buying some books too.

Here's a list of my favorites.

For members you would start a session (which would be started with variables setted if the username exists in the database) and then you would detect if a sessino is set (aka a user is online) and then output the desired data to the individual. If a moderator sees tihs can this be moved to the PHP forum?
