    Never did much in expression web, but AFAIK it is the same CSS editor as one gets with Visual Web Developer Express, which is free (and quite good as a general HTML editor too). Say what you will about MS, the one thing they have always done very well are development tools and these don't vary from the tradition.

    Personally, if I am doing heavy CSS work, I tend to use TopStyle Pro. Still haven't seen anything with a similar integrated preview function, makes for a much tighter response cycle than the typical edit/save/refresh page method.

    On servers I use notepad or notepad++ if it is handy.
