I would really like to be able to use Version Control.
I read about what version control is in the book: "The pragmatic programmer". I would really like to do this. I currently use Dreamweaver with a colleague and we use a check-in/out system. I want to set up source control though so I can roll back and stop saving additional files with what the code used to be in case I need to go back to it. I downloaded and installed Tourtoise SVN and Subweaver which is an extension for Tourtoise SVN so you can use it with Dreamweaver. Thats as far as I got. I read over half of the help files and stopped because while it explained a lot about it, it did not explain at least in a way I can understand how to set it up. I want to set this up for my existing site in Dreamweaver. I have no idea what to do or where to find out what to do. Every tutorial I find assumes certain parts are done or assumes certain knowledge. I have never used/setup a version control or source control system before. So I need like complete idiots instructions. I realize that this is probably to big a question for someone to answer in this thread, but I am hoping someone can point me somewhere or tell me a book to buy or something.

I'm not really sure what you are asking but I think you are really asking "how can I setup a SVN server?" If so, check out VisualSVN Server for the easiest way to get a SVN server setup on windows (with mod_ssl to boot).
Another decent option would be to use a SVN provider. This can make lots of sense if you don't have hosting infrastructure yourself.
