    Question frames effect with css?

    Hi all.

Just wanted to ask whether it's possible to create a 'frames' effect using css. What i'd like to do is keep a top banner in view, & let the text & background scroll under it.

The top banner is an image file which I've positioned absolutely using a <div> class. I've also set {background-attachment : fixed } & have given it a higher z-index that the other page elements, but it always scrolls off-screen.

Any help/advice would be greatly appreciated.
