I think wikis are a good starter CMS for newbies. I like that they are lightweight and the user can enter text without knowing any code.
I've been experimenting wih tiddlywiki. Is there a way to write-protect certain fields/pages? So that the user can only enter in certain spots, leaving the original text untouched?
Generally speaking, the 'user content' area is a free for all. Editing rights are often implemented but they only control whether or not a user may edit, not which part of a page they may change.
