Image Maps - Is their a better way?

I've been tasked to do an image map of a building. Users will click areas of the building to view a closeup of that area then click on specific machinery to view safety documentation.

Is the best way to do this using CSS and Div's or using <map> and <area> tags in the html?

Also one thing that may be an issue is resolutions. These images I will want to keep their full size so that they are easily readable. Therefore the user will have to scroll which I wanted to avoid.

I haven't tried but if I use a fluid image (100&#37; width) then the image map coordinates will be all screwy will they not?

Whenever making an image map I tend to use use <map> and <area>

If you manually set the width and height of the image it will keep that size. It will be screwy if you use a fluid width and height because coordinates will screw up. You may have to live with scrolling or increase the parents overall height/width.
