You should open an account at any ICANN approved ragistrars and proceed through them. This is the safest way to buy the domain.

Hi Hallty, and welcome to SitePoint!
I strongly suggest you read the content on www.domainwarning.com and www.nodaddy.com - these two sites should have the answers to all your domain questions.

Make sure you know what is their domain name registrar. Make sure that you have created account there as well. Ask the seller to move the domain name to your account. Good luck

You should work out the terms of your deal, sign an agreement and then handle the sale through Escrow.com, a domain name attorney, SEDO or Moniker. They all do safe escrow sales as a focus and nominal fee. Don't simply send money via Paypal as they might not ever transfer the name

There are all sorts of scams out there so PLEASE take jervin69's advice to heart!

Create an account with domain registrar where the purchased domain is registered and ask the seller to move domain under your account.
For safest side consider making purchase through escrow service.

If its a low value domain i guess you could use PayPal if it is a high value one steer well clear and use as others have mentioned Escrow.Good luck
Yaa...Escrow is gud....try it.
