Upload a copy of WordPress in the /french folder and install it the same as you did the first one. Just choose a different table prefix for the database.

Although there are plugins for supporting multiple languages in a single blog install

Just create a folder like you mentioned /french and install it in there just like you did the one in the root, only add the new folder to the URL when you install.

    I also found this: http://wordpress.org/extend/plugins/gengo/

the plugins seems to translate from one language to another.we know they are not perfect.
that's why i will create 2 wordpress installations one for English and one for french.

    basically this is what i understood;

    create a different folder: /french
create a new table fr_ in the same database

link from English to french vice versa.
In this way they will separate from each other.

how about themes/plugins I guess I have to copy in both folders.

No, they're for letting people switch between multiple translations you wrote without installing multiple copies of WordPress.

    dont do it like that
heres a plugin that it does the job for you.

    http://www.qianqin.de/qtranslate/

just install it, and then when you go to your posts or pages, you will find that now you have
    ENGLISH TITLE: _____________
    FRENCH TITLE ______________

and the same for the content
(of course you have to setup that you are using french, but its VERY easy)
