When a web designer is employed
does he need to come up with his own writings for the web pages or will the boss/manager usually give him several paragraphs and ask him to copy and paste them on the web pages?

This is dependent upon the agreement between consultant and client. It can go both ways, but it is becoming much more common for web designers to be responsible for the content copywriting.
Budgets are tight and it's tough for companies, especially small ones, to justify hiring a content copywriter on top of a web designer and potentially a programmer.
It would probably behoove you to look into online copywriting skills and techniques and begin considering your role in this part of the development process.
