    hreflang

When using the the hreflang do we need to also use the charset attribute?

    http://reference.sitepoint.com/html/a/hreflang

Or shouldn't even be using it?

I don't think any browser does anything useful with hreflang, but of course it doesn't hurt to include it.

There's no need to use the charset attribute along with hreflang, as long as the server sends the appropriate information in the Content-Type HTTP header (or the linked-to page specifies it in a meta equivalent or an XML prologue).
