It is hard to know the best shade of any color that may go with a white background because it depends on various things... the amount of color you want to use, where it will go, the design itself, the effect you want to achieve, the type of site you what to build... and many other things.

The links posted by elgumbo should set you on the right path (I hope) but if you have any doubts and you want an elegant site... you may want to choose a single color and then go with different shades of that color.
