Wow Germans seem not to read sitepoint.com
Believe it or not, but many Germans do not communicate very well in English. I know, I've worked in a German online newspaper, side by side well educated journalists, who wasn't all too educated in the English language. Working as an IT manager wasn't easy when you even needed a translator to buy a simple network cable from the computer shop.
The bosses was sooo happy that I kept the purchases to a minimum.
That's the effect of Germans already speaking a world language. The same effect is in Russia and Ukraine. However there many young people eagerly study English because of the opportunities it gives. Don't know if it's like that in Germany too.

Well, there aren't that many good forums in Germany.
The only ones I regularly read are http://forum.webhostlist.de/forum/ (Webhosting related) and http://www.webmasterpark.net/forum/ .
But keep in mind - those are German forums so don't expect many people that understand you
That's it. Even in secondary school most don't do that well in English...Believe it or not, but many Germans do not communicate very well in English.
