.htaccess in small live

Hi i have a question on this. Small live does not support having .htaccess as one of the file. I am working on a A 301 Redirect page. Is there any other way to do this without using .htaccess?

There are some alternatives to htaccess such as those given at http://www.webconfs.com/how-to-redirect-a-webpage.php, though I don't know what Small live does and does not support.

Small live is domain and hosting company with microsoft. .htaccess cannot be pasted on their server and they have no resolution.
