    My favorite is Aptana. I also used Netbeans. But if you want to work on html and css with php then you should choose Aptana.

    PHPEdit (http://www.phpedit.com/) is a good one. Does a good job of highlighting syntax for multiple languages inside the same document. HTML, CSS, PHP etc. It's not free however. If you want a quality bare bones text editor check out Notepad++ though it's not really an IDE it's still the best I've tried!

    Personally I've switched to Aptana, however as there are so many good free options I would try a couple and see what works best for you.

    Netbeans seems to be alright, havent had any problems with it so far.

    I'm using PhpED at the moment, and so far I'm liking its feature set and it's level of polish, despite the lack of a Design View - which I guess isn't really a requirement, but nice when you're constructing a design. I guess I can still use Dreamweaver for that part of the project, even though having only one editor would be nicer.

    Design view isn't that important for me at all.

    I just write out the template, how it should be semantically, then style it whilst checking the output with Opera. Takes about the same time to hit Alt+Tab and F5 than it would to switch to (the hypothetical) design view. Then, when I'm happy with it in Opera, I check it with all the best browsers and then IE, to make any necessary adjustments.

    As mentioned earlier, I use it primarily to navigate code rather than use it for design. I always check my designs in firefox as I progress, simply because Dreamweaver's built-in renderer is a bit dated.
