Umlaut problem with mysql and phpmyadmin

I am trying to create a database which needs to have umlauts in the data. I have the database correctly created and I am trying to upload a csv file, but I keep getting the following error

    MySQL said: Documentation
#1366 - Incorrect string value: '\xF6laji' for column 'lastname' at row 1
I have tried to change the collation from utf8_general_ci to latin2_bin and other latin settings but keep getting the same error message.

Does anyone have any idea how to fix this?

    Cheers
