Requested URL: it wont allow me to post it here but its 127 0 0 1 80

    Handler: StaticFile

It is driving me nuts now aafter trying about 12 times to get this right.

Use this guide to using IIS 7.0 + PHP. The one in the book is outdated I'm sure.

There is no need. The OP already has MySQL and PHP installed along with a web server.
