Alike to what has been said earlier, if you provide skip-links and have navigation at the baseline, you not only would improve accessibility (alike my earlier post) but in the mobile StyleSheet (which works for non touch phones) you can declare the skip-links visible. This will enable mobile users to navigate the skip-links via their mobile keyboard and it will jump them to the section of the page where the navigation (or content) is located with ease.
