how to do this in wordpress

Hi I would like to create a template as following:

I imagine the part on the left (Welcome) would be a page called Welcome, while I'm not sure how I can create the part on the right (news). Do I have to install some extra plugin to achieve that, I'm a bit confused how to go about this? Help appreciated thanks

That would be one way to go about it. To do the news part, make each news entry a WordPress post, and query the latest posts in that area.

i see how can i set it to display the first 100 characters and then a read more link that links to the full post?
