I use a combination of things.
I like Programmer's File Editor (pretty old stuff). I also use TopStyle Pro from time to time.
I have used Dreamweaver and FrontPage but the interface(s) usually slow down what I am trying to do. That probably wouldn't be the case if I spent more time learning to use them.

I use HTMLKit. It has a lot of features I want. If I have the money I may get a commercial editor besides DW.
I use notepad++ for most of my code and dreamweaver to help with CSS.

I Started off with notepad - I missed syntax highlighting
Then Dreamweaver - Loved it, but after some experience became a pain due to its load times. Heck all i wanted was a simple x(html) editor which MUST open fast.
UltraEdit - Was okay
Then I don't know how I started using Wordpad - Love it and unlike notepad it takes care of line breaks and displays code in proper format.
Finally and at present - I am using Notepad++ when I require syntax highlighting OR Wordpad.

I use Dreamweaver and UltraEdit.
I've become a bit of a fan of ActiveState Komodo Edit. Firstly, it was free. And secondly, I didn't have to pay for it.
