Permissions of Plugins & Themes Folders

Hello,

What should be the permissions for the Plugins and the Themes directory of your wordpress installation?

Should the permission be 777

It should be 755. If you want to edit the theme from admin panel, you need to make it 777, but it is not recommended to let is so because your blog is vulnerable that way.
