I am a newbie. I am currently using dreamweaver 8 for site design, and would like to know how I can achieve that cyclical effect of rotating different banner ads in the same area.

you mean cyclical as in every page reload? If so, you will need an ad manager then! you may search for one on hotscripts.com!

What I mean is that different ads will be running in the header, for example, while you are viewing a page. That is, different ads running in any particular area I designate, Thanks.

You are talking about dynamic contents...
You can use phpads or any other banner managment system. You just have to past the code in you page and all other things that system manages....

You can also search for free PHP adserving software. They often give you code for a banner placement, then you can upload any banners you like through an admin section. This way you can actually control the ad distribution (ex. Banner A 40% - Banner B - 60%) or by total impressions.
