I use Little Oak Hosting because they have a "Seedling" option that has a low yearly rate ($25 but it's going up to $35 in Jan., with more disk space and bandwidth). Their service is great, too - fast, efficient and personal.

For the cheapest web host I would recommend trying ASmallOrange.com, but Bluehost and Hostgator are good as well. Or hostmonster.com, but ASO is the cheapest good host that I found - or at least I think they are good - I'm fine with them...

I agree, I have a VPS and shared accounts with GeekStorage and love them. I push all my design clients to them also.

Judging by the replies here and the technical expertise of all those replying, it seems that hosting companies are a lot better than they were just 10 years ago. Once you find a good one, stick with them and support them as much as you can. Eventually, the duds will go out of business.

You can always find great deals on WHT. Just hit New Posts there and you'll be overloaded with deals and coupons. I found a $5/year(!) plan with PHP/MySQL easily.

    Robbie,
When you say semi-dedicated are you also referring to VPS as many companies do. I have used vps.net, mediatemple and now am with geekstorage and love their services. The best part is their support. I have yet to find a time (even 3am EST on a sunday) that they are not there, and fix the problem for me. Even when it is my fault.

Recently, I got hit with a mass DOS and they saw it coming, stopped it, and restored all files without me even calling or emailing them. When I did, they told me they were on it, and should have a fix in a few hours. 30 minutes later I got a call from my client telling me that the site was back.

That is why I am with geekstorage, and will be for a long time to come.

I use diligent host for a dozen of my blogs, I paid exactly $11.88 (I had lifetime 50% coupon) for one year hosting and I've been with them since May 14th. I hadn't had any technical issues with diligent and my site has been up throughout without a problem, but customer service has been a big issue lately. You sacrifice support for the cheap price because they have no tel support, chat support, and the only support is done by email. The first month the support was good, they've answered questions within the hour and it seemed like the customer reps were working 24/7. But after the first month, they stopped answering support tickets and started giving excuses like system was down or something. Anyways, if you are looking for an ultra cheap hosting, diligent is an option if you don't mind the absence of customer support. Like I said, uptime hasn't been an issue and the servers are pretty fast too.

Do not look for cheap hosting unless you are going to host only cheap and html sites. Use Hostgator, its best still!

It's not worth saving a few $$ by opting for cheap hosting if it an important business website that you are looking to host. You may end up losing more than what you save with the choice of hosting.
