I use ICDSoft.com - they charge $77.00/year (includes domain name), accept PayPal, have great tech support, MySQL, PHP, and just about everything else you could possibly want. If you are a developer, and host a few client sites with them and become an "affiliated reseller" you get a 50% discount.

Well, if you're looking for a web host you can grow with, try HostNexus.com (as I mentioned earlier).
You're contradicting yourself by saying they don't offer much space and then saying you won't need much to start with. They have many plans depending on your needs, and the plans are scalable as your needs evolve.

The hostgator one will end up costing you $107.40 - $107.88(US) per year. If you can afford the $77.00 up front, I would highly recommend ICDSoft.com. You're not locked into a contract, other than the fact that you've paid for the year. You get a gig of space and lots of other stuff. It doesn't matter where you're from. And they offer just about everything that you could possibly want.
And no, I don't work for them. I just like their service a lot...

Some hosting providers will offer a pro rata refund if you decide to leave before the end of whatever period you paid for so it may be worth checking that out.
Most shared hosting will not provide sufficient resources for a forum once you start to get a serious number of active members. Also some forum software uses more resources for the same usage compared to other forums software (eg. vBulletin uses higher resources than phpBB but is a better product in other ways). You would need to consider what options that the host has for moving to a larger plan once usage grows to where you need it. Alternatively you may just decide that you will change hosts at that point (in which case you may want to plan in advance how you will make the move to minimise the downtime for members).

As it appears that your site will demand minimal resources to begin with, base your purchasing decisions on that. As your site grows and you generate revenue, you should be able to afford a more expensive hosting plan with more space and bandwidth.
