I haven't seen one but why not start one?
I'll suggest my steps, you and other can add 'till we have our list.

    1. Develop website concept
    2. Define your goals for your website
    3. Build frame off line (using pieces of paper and create, move,...)
    4. Define main styles (colors, fonts,...)
    5. Design div specific styles (forms,...)
    6. Apply SEO to your website (meta, headings, alt, title,...)
    6. Finish up your site
    7. Add a statistics script (like Google Analytics)
    8. Validate your site at W3C (xhtml and css)
    9. Correct if necessary and re-validate
    10. Upload your site
    11. Check and double check links
    12. Create a site map
    13. Create a Google account (in case you don't have one yet)
    14. Add your site map in Google's webmaster tools
    15. Add your site in the proper category at DMOZ.org
    16. Wait and get indexed by Google
    17. Build back-links from relevant websites to upgrade your page rank
    18. Set-up you statistics tool and monitor
    19. Check if you obtain the results you targeted

That's it for now. Feel free to add or re-shuffle my items.
