I regularly check Design Meltdown for inspiration on layouts. You can view sites by colour which really helps if you have a palette ready but can't think of a layout to use them in.

If you don't yet have a palette ready, check out COLOURlovers or Color Blender for some inspiration and articles on colour techniques/theory.

Also Smashing Magazine for good articles on both design, fucntionality and general usefulness.

There's a few to start you off with... I'm sure more are about to be added by others

I look at the content. A web page is just a way of showing content in an accessible way. Anything that gets in the way of that is bad design.

Visitors rarely care about our sexy "designs". They care about finding what they want to know.

I look at web sites that I go to regularly for new information. If I'm going there often, then they must be doing something right. When I look back at these web sites, I pay careful attention to why I like it and trace my steps.

I also look to printed material for inspiration. When I catch a newsletter or a magazine layout that is really effective in drawing me in and keeping me pulled in because of its good content, I try to collect it so that I have it as a reference later. One good example of this is Wired magazine. They always have fresh topics to write about in a thought-provoking way, and lately their style has become more modern artsy, using much more metallic colors.

Karma will haunt you one day.

I use similar sites in the same niche as inspiration. You'd be surprised how similar they all are! So I generally use them for inspiration.

That list of design resources is great! Thank you for sharing.

You know, sometimes when I find something that I like, even if I don't want to use it, it still gets me thinking....about why I like it, what elements are working, what impact it has, and how I could try to get the same effect in a different way. I think inspiration should be like that. You should be able to find inspiration by thinking about things in new ways.
