I think you already know this, but if you want to get better at the Pen Tool there's no help anyone can offer you other than encouragement to practice using it.

    So... Practice!

As mentioned above ^ take a look at a Wacom tablet, you can pick up the smaller size ones quite cheaply. This will help enourmously when trying to vectorise or illustrate sketches from pencil/ pen. If you're serious about illustration then definitely take a look at getting a tablet.

You can still learn the basics of illustration and vector work with a good old mouse and keyboard though.

It may sound a bit obvious, but practice drawing and sketching whenever you can too

…and do not forget the very basic, the one that trains you still best: working on paper

It is the training of the mind more than the hand. Look at illustrations that you know are great. Look and identify what it is that makes it so good. Try to pluck out principles by looking at a slew of them, write down what it is that appeals to you and why.

As an example, I have a mantra when I do illustrations: make it clear, simplify even if there are many patterns to be incorporated. Divide into blocks but overlap to create depth. Do not hide and muddle mistakes, start anew. Concentrate coloration on the most important part, let the rest drop away by de-saturating colors. There are many more…
