In a world of limited resources, many of us small businesses canít spend a lot of money on any one part of the company. Assuming that your resources/time are limited, what are the top steps you can take to ensure your site and information is protected?

That is a bit nebulous. Easiest and possibly most important things to do is:

    1) Outsource order taking to a 3rd party provider. No need to store credit card numbers yourself.
    2) Encrypt data on your laptops and anything hypersensitive on your desktops. Truecrypt is free and fun!
    3) Make sure you have some sort of edge device. For most folks a decent router will do the job. Failing that, open source products such as m0n0wall can handle most cases.

There are no short cuts and too many things tie into and relate to and affect each other. You really shouldn't need to make the choice of what types of things are implemented or practiced from a security stand point. Everyone has enough time and should have enough natural motivation and desire to take every reasonable step in securing their services and their data. I fail to understand the validity of the question you've posted, as there's nothing you should have to sacrifice and you're either willing to take several steps or none (or only a few, in which case taking only some steps out of the overall, seems reckless).
