Pop-up Menu like Live.com ?

I want to create a popup menu when you click a link - like the More ▼ on Live.com. I'd like to make it as simple as possible. If I can do it without javascript, that would be fantastic. Maybe some kind of hidden div or something? Some direction would be great here, I've got nothing.
